3D/4D plates are legal

⚠️Important announcement around 4D/3D Plates ⚠️

The following 5 page document has been released around the legality of 3D/4D plates.

In short all plates under the old standard (BSAU145D will still ve legal in September)

All plates under the NEW standard will be legal as long as the character face is black
